In Saskatchewan, the role of education and enforcement for WHMIS is the responsibility of WorkSafe Saskatchewan, a partnership between the Saskatchewan Workers' Compensation Board (WCB) and the Ministry of Labour Relations and Workplace Safety (LRWS).
The WCB provides education and information to workers and employers, while LRWS Occupational Health and Safety Branch focuses primarily on the enforcement of WHMIS. Online WHMIS training can be accessed at the WorkSafe Saskatchewan website via the link below.
WHMIS regulations are found in The Saskatchewan Employment Act and The Occupational Health and Safety Regulations, 2020. These pieces of legislation outline employer responsibilities for a WHMIS program including the requirement of labels and safety data sheets (SDS), as well as education and training requirements. Occupational Health and Safety Officers also support the enforcement of federal WHMIS requirements from the Hazardous Product Act and associated regulations.

On December 15, 2022, amendments from Health Canada to the Hazardous Product Regulations came into force. Some changes include new information elements required on SDS’s, adoption of a new physical hazard class (chemicals under pressure) and adoption of a new hazard category for non-flammable aerosols and new subcategories for flammable gases. There will be a three-year transition period ending December 14, 2025. The three-year transition period gives suppliers, employers and workers time to adjust to the changes. During the transition, regulated bodies can choose to comply with the former Hazardous Product Regulations or the amended Hazardous Product Regulations but not a combination of both and must be fully compliant with the version they choose.
