Mission and areas of activity
The Commission des normes, de l'équité, de la santé et de la sécurité du travail (CNESST) provides a single point of contact for workplace-related services in Quebec.
The CNESST is the body to which the Government of Quebec has entrusted the administration of the Act respecting occupational health and safety (AROH), and whose purpose is to eliminate hazards to worker health and safety at the source.
Furthermore, the Government of Quebec has an agreement with Health Canada to enforce the Hazardous Products Act (HPA) and related regulations. In Quebec, the CNESST oversees the implementation and enforcement of this legislation.
WHMIS Status
Current WHMIS Requirements
The latest amendments to the Hazardous Products Regulations (HPR), which came into force on 15 December 2022, provide for a transition period ending on 14 December 2025. From 15 December 2025, all workplaces will have to comply with the Workplace Hazardous Materials Information System (WHMIS) new requirements harmonised with the 7th revised edition of the Globally Harmonised System of Classification and Labelling of Chemicals (GHS).
